Apparently, New York Post cartoonist Sean Delonas was referencing an event involving an escaped chimpanzee in Connecticut in this controversial cartoon that ran earlier this week.  Which was obviously a huge news story, very relevant to the current economic environment and the new stimulus plan.  Obviously.
